Developer, project and escrow
A real estate development license is not a bigger version of a brokerage licence. A broker introduces buyers to somebody else's property. A developer owns land, builds on it and sells what it builds, which is why the land department registers the developer, registers each project separately, and requires buyer money to sit in escrow before a single off-plan unit is sold.
Tell us what you intend to build and whether you already hold the land.
3S Business Services is a registered business setup consultancy based in Dubai. We coordinate your setup process end to end.
Three property businesses regulated by the same land department and almost nothing else in common.
| What Matters | Developer | Brokerage | Property Manager |

| Builds | Yes | No | No |
| Registers each project separately | Yes | Not applicable | Not applicable |
| Escrow account required | For off-plan sales | Not applicable | Client account practice |
| Individual staff registration | Management level | Every agent | Role dependent |
Three registrations, not one. The company, the developer status, and then every project you launch, each with its own file.
The trade licence with development activities named. Development, investment and contracting are distinct, and a licence naming only one will not carry the others.
Registration as a developer with the emirate's land department, which assesses the entity, its people and its financial standing before it lets you sell anything.
Evidence you own or control the plot. Development registration rests on a real interest in real land, not on an option or a handshake with a landowner.
Each project registered in its own right, with drawings, approvals and a defined scope. A registered developer is not automatically permitted to sell a new scheme.
A project escrow account opened with an approved bank so buyer payments are held against construction rather than flowing to the company. This is the buyer protection at the centre of the regime.
The appointed consultant and a classified contractor in place, since the land department expects a real delivery team behind a registered project.
The sequence protects buyers, and it is the sequence that catches out developers arriving from markets where you can take deposits early.
The company formed with development activities named, and the shareholding set up so the land department can see who stands behind the scheme.
Application to register as a developer, with the corporate, financial and management evidence the authority assesses.
Title or long lease evidenced, consultant appointed, and design approvals progressed with the municipality and the relevant authorities.
The specific project registered with its scope, drawings, appointed contractor and delivery plan.
Project escrow account opened with an approved bank, after which off-plan sales may begin and buyer payments flow into the account rather than to you.
Sales registered as they happen, construction drawn against escrow on the agreed basis, and title transferred at handover.
The financial evidence does more work here than anywhere else, because the authority is deciding whether you can actually deliver what you intend to sell. The Dubai Land Department regulates development in Dubai and the Department of Municipalities and Transport in Abu Dhabi. Other emirates have their own.
Tell us what you intend to build and what interest you hold in the land. We will come back with the registrations the scheme needs, what has to exist before you can sell a single unit, and what the authorities and we will each charge, in writing.
