Construction Company Registration in the UAE

Licence, classification, engineers

Construction company registration gives you a licence and a ceiling at the same time. Contractors are classified by the municipality into grades, and your grade decides the size and height of work you are allowed to bid for. The grade depends on qualified engineers you employ and work you have already done, which is why the licence is the easy part.

Contractor, Consultant or Fit-Out

These are separate registrations with separate requirements, and in most emirates you are not permitted to hold the first two at once.

What Construction Company Registration Requires

Three bodies, in sequence. The trade licence, the municipality classification and the safety approvals that follow you onto every site.

Activity and Legal Form

Contracting activities named precisely. Building, electromechanical, civil and specialist trades are separate activities with separate requirements.

Contractor Classification

The municipality grade that decides what you may bid for. We tell you which grade your intended pipeline needs before you build a business plan on work you cannot tender for.

Engineer Registration

Qualified engineers registered individually with the relevant professional body, and employed by you. The classification depends on them, so this drives your hiring.

Civil Defence Approval

Fire and life safety approval, which follows your work onto every project rather than being a one-off at licensing.

Labour File and Workforce

Labour establishment file and worker visas, including the accommodation obligations a site workforce brings.

Insurance and Bonding

Contractors all risks and professional indemnity cover, plus the bank relationship that supports performance bonds on tendered work.

Licence First, Then the Grade

Classification is assessed against a company that already exists, has staff and can show capability. That order cannot be reversed.

1

Define the Work

The trades you will perform, the project sizes you intend to bid for and whether you will contract or consult. The grade you need falls out of the answers.

2

Structure and Licence

Legal form, trade name, initial approval and the trade licence with contracting activities correctly named.

3

Premises and Engineers

Office and yard or store arranged, and the qualified engineers your classification requires recruited and individually registered.

4

Municipality Classification

The classification application prepared with staffing, equipment and capability evidence, and pursued to a grade.

5

Safety and Insurance

Civil defence registration and the insurance and bonding arrangements a main contractor is expected to carry.

6

Workforce Mobilised

Labour file opened, worker visas processed and accommodation arranged so you can mobilise on your first award.

What You Will Need to Provide

Passport copies for every shareholder
Attested degree certificates for your engineers
Experience certificates for the technical manager
Equipment and plant list
Tenancy contract for office and storage or yard
Evidence of completed projects where you have a track record

Classification is judged on people and capability rather than on paperwork alone, so the engineers you employ do more to set your grade than anything else you submit. Individual engineers register with the Society of Engineers UAE. Dubai Municipality classifies contractors in Dubai and the General Command of Dubai Civil Defence handles fire and life safety. Other emirates have their own bodies.

Contracting Licence Questions

What is contractor classification and why does it matter?
It is the grade the municipality assigns your company, and it caps the value and scale of work you may tender for. A new contractor starts at the bottom regardless of the founders' personal experience, because the grade attaches to the company. If your business plan depends on winning large projects immediately, the classification is the thing that will stop you, not the licence.
Can I move up a grade?
Yes, by building a track record of completed work and employing the engineers and equipment the higher grade expects. It is an upgrade application rather than something that happens automatically on renewal. Plan the first year's work around what your starting grade actually allows you to bid for.
Do I need registered engineers before I apply?
In practice yes. Classification is assessed partly on the qualified technical staff you employ, and those engineers need to be individually registered with the relevant professional body, with attested degrees. This means hiring before classification rather than after, which affects your cash flow in the first months.
Can I be both contractor and consultant?
Generally not, and for an obvious reason: the consultant supervises the contractor on behalf of the client, so holding both creates a conflict. They are separate registrations with separate requirements. Decide which side of the table you are on before you apply.
Can a free zone company contract on the mainland?
Building work on mainland projects is classified and supervised by the emirate's municipality, which is a mainland registration. A free zone licence does not substitute for classification. If a zone has told you their licence covers contracting, ask specifically who will classify you.
Is fit-out treated the same as building?
Usually a lighter category, because you are working inside an existing structure rather than putting one up. It still carries civil defence involvement and its own approvals per project. If fit-out is your actual business, say so, because you may not need the heavier building classification at all.
