Real Estate Agency License in the UAE

Company licence plus broker cards

A real estate agency license is the smaller half of what you need. The company gets licensed, and then every agent who lists, shows or negotiates a property has to be registered personally and carry a broker card in their own name. Agencies that miss the second half end up with a trading company and a team that cannot legally work.

What a Real Estate Agency License Involves

Two registrations running in parallel: the company with the economic department and land department, and each agent individually with the regulator.

Brokerage Activity

The trade licence with brokerage activities named. Sales, leasing, property management and short-term rental are treated separately, and holding one does not permit another.

Land Department Registration

The agency registered with the emirate's land department, which is the body that actually authorises brokerage rather than the economic department alone.

Broker Cards for Your Agents

Each agent registered personally, with the certified training and examination that precedes it. The card belongs to the individual, not to your firm.

Manager Qualification

The person running the agency is expected to meet the regulator's own requirements. We check this against your intended manager before the file goes in.

Office and Signage

Registered premises and the signage permission, both of which the regulator expects a brokerage to hold rather than operating from a laptop.

Visas and Banking

Establishment card, agent visas and a corporate account set up to handle client money correctly.

Brokerage, Management or Short-Term Rental

Three property businesses that look similar from outside and are permitted separately.

How It Runs

The company first, then the people. Agents cannot be registered against a firm that does not yet exist.

1

Define the Activity

Sales and leasing, management, short-term rental or a combination, and how many agents you intend to run in the first year.

2

Company and Trade Name

Legal form, trade name reserved and initial approval obtained with brokerage activities correctly named.

3

Office and Trade Licence

Registered premises arranged, tenancy registered and the trade licence issued.

4

Land Department Registration

The agency registered with the regulator and the manager's own requirements satisfied.

5

Agent Training and Cards

Each agent enrolled for the certified training and examination, then registered and issued a broker card in their own name.

6

Visas and Banking

Establishment card, agent visas and a corporate account arranged so the team can start on the right footing.

What You Will Need to Provide

Passport copies for every shareholder
Good conduct evidence where the regulator requires it
The proposed manager's experience and qualifications
Passport and photograph for each agent to be registered
Tenancy contract for the office
Educational certificates for agents, attested where required

Agent registration is the part that catches new agencies out, because it runs per person and each one carries a training and examination step before the card is issued. The Dubai Land Department is the regulator in Dubai and the Department of Municipalities and Transport is the equivalent in Abu Dhabi; other emirates have their own. The UAE government's business services overview is a useful cross-check.

Brokerage Licensing Questions

Does my company licence cover my agents?
No, and this is the defining feature of the sector. The brokerage licence authorises the firm. Each agent who lists, shows or negotiates must be registered personally and hold a card in their own name. An unregistered agent working under your licence is a compliance problem for you, not just for them.
Do agents have to pass an exam?
Certified training followed by an examination is the normal route to registration, and it is taken by the individual rather than the company. Build it into your hiring timeline. Recruiting a team and expecting them to sell immediately is how agencies end up paying salaries to people who cannot yet legally act.
Can an agent bring their card from another agency?
Registration is tied to the firm the agent works for, so moving between agencies is a transfer rather than something the agent carries automatically. Handle it properly when you hire from a competitor, because an agent who believes they are covered and is not creates exposure on live deals.
Can I run a brokerage from a free zone company?
Brokering UAE property to the public is regulated by the emirate's land department and is a mainland activity. A free zone licence does not substitute for that registration. If someone has told you otherwise, ask them which body will issue your agents their cards.
Can I do property management on a brokerage licence?
They are treated as distinct activities. Management involves holding owner funds and running the asset, which carries obligations brokerage does not. If you intend to do both, say so at the start so the activities are on the licence from day one rather than added later as an amendment.
Do I need a physical office?
Yes, in practice. The regulator expects a registered premises with signage rather than a virtual arrangement, and the office is part of what is inspected and renewed. Budget for it from the start rather than treating it as optional overhead.

Licence the Firm and the People

Tell us what you intend to broker and how many agents you plan to run. We will come back with the activities your licence needs, what each agent must complete before they can work, and what the authorities and we will each charge, in writing.
