Several general free zones also run e-commerce specific packages, and the northern emirates zones compete hard on price for the same customer.

Whether a dedicated zone is worth it depends on whether you need its logistics. If you hold and ship stock, the integrated warehousing can justify the cost. If you are running a digital or dropshipping model with no inventory, you are paying for infrastructure you will not touch.
