Most people who search for business setup consultants in Dubai are not looking for a lecture on company formation. They want to know whether they need a consultant at all, what a fair price looks like, and how to tell a serious firm from one that will take a deposit and go quiet. This article answers those three questions, and gives you the list of things to ask before you pay anyone.
What Business Setup Consultants In Dubai Actually Do
A consultant does not grant your licence. The Department of Economy and Tourism issues mainland licences, and each free zone authority issues its own. What a consultant does is run the process for you: choosing the jurisdiction and legal form, reserving the trade name, preparing and translating documents, filing with the authority, arranging the establishment card and visas, and handling the back and forth when something is rejected.
The value is in knowing which small decisions cause expensive problems later. Picking an activity code that blocks the bank account you wanted, choosing a free zone whose visa quota is tied to office size you did not budget for, or setting up mainland when a free zone would have served, are all mistakes that cost far more to unwind than a consultant’s fee.
When You Actually Need One
You probably do not need a consultant if you are a single freelancer taking a straightforward permit in a free zone you have already chosen, you read Arabic or have someone who does, and you have time to visit counters.
You probably do need one if any of the following apply:
- You are outside the UAE and cannot attend in person for signatures
- Your activity needs third party approval, for example food, health, education, transport or financial services
- You need staff visas from day one and have to plan quota against office space

- You want a corporate bank account, which is now the slowest part of the process and the one most sensitive to how your file was put together
What It Should Cost
Two numbers get confused constantly. Government fees are what the authority charges, and they are what they are. The consultant’s fee is what the firm charges to do the work. A quote that shows only one combined figure is not a quote, it is a number.

The one mainland variable worth knowing in advance is the market fee, which is calculated from your annual office rent. The cost calculator works it out for your own activity. If a quote looks unusually low, ask what has been left out. It is usually the establishment card, the medical and Emirates ID, or the first year of PRO work.
Eight Questions To Ask Before You Pay
- What is your trade licence number, and which activity does it cover?
- Is this quote all in, and which line items are government fees?
- Who absorbs the cost if government fees rise before my file is submitted?
- What happens if my trade name or activity is rejected, and is any fee refunded?
- Are you a registered agent for this free zone, or are you going through one?
- Does the visa quota in this package depend on office space, and how much?
- What will renewal cost me next year, in writing?
- What is the payment schedule, and will I get a tax invoice for each payment?
The renewal question is the one people skip. A cheap first year followed by an expensive renewal is a common structure, and you will not notice until twelve months in.
Red Flags
- A firm quoting a price before asking what your business activity is
- Pressure to pay the full amount in cash, or into a personal account
- No written scope of work listing what is and is not included
- Anyone telling you the UAE has no corporate tax. It has had a nine percent corporate tax on taxable income above AED 375,000 since June 2023, published by the Federal Tax Authority
- Promises of a guaranteed number of visas without discussing your premises
- Reluctance to put you in direct contact with the authority or the bank
How To Verify A Firm Is Legitimate
Ask for the trade licence and check it. A licence carries the company name, the licence number, the listed activities and an expiry date, and you can verify it against the Department of Economy and Tourism records. Confirm that management consultancy or business setup services actually appears in their activity list, because a firm licensed for something else handling your file is a problem waiting to happen.
Then ask for two client references in your own sector, and ask those clients one question: what went wrong, and how was it handled. Every file hits a snag. How a firm behaves at that moment is the only thing worth knowing.
Frequently Asked Questions
Can I set up a company in Dubai without a consultant?
Yes. Mainland registration through the Department of Economy and Tourism and most free zone portals are open to applicants directly. A consultant buys you time and fewer rejections, not access.
How long does company formation take?
Timelines depend on your activity, the authority handling it, and whether any external approvals are needed. Ask your consultant for the current processing time in writing, and confirm it with the issuing authority. The corporate bank account is usually the long pole, and it sits outside any consultant’s control.
Do business setup consultants in Dubai handle visas and PRO work too?
