Two permissions, not one
Tourism license requirements catch people out because the trade licence is not the licence that matters. Selling travel means a permission from the emirate's tourism authority, which in Dubai is the Department of Economy and Tourism, sitting on top of your economic department licence, and that authority has its own categories, its own guarantee expectations and its own view on what you may advertise. We handle both sides.
Inbound tours, outbound packages or ticketing. Each is a different permission.

Tourism is not one permission. These are treated as distinct activities, and holding one does not let you do another.
| What Matters | Inbound Tour Operator | Outbound Travel Agency | Ticketing Agent |
|---|---|---|---|
| Who you sell to | Visitors coming to the UAE | Residents travelling abroad | Either |
| What you sell | Tours, excursions, experiences | Packages and holidays | Flights and hotel bookings |
| Guarantee or insurance expected | Commonly | Commonly | Commonly |
| Airline accreditation relevant | No | Sometimes | Usually |
| Vehicles and guides | Own permits needed | Not applicable | Not applicable |
Two authorities, in the right order. The economic department will licence you before the tourism authority has agreed to anything, which is exactly how businesses end up licensed but unable to trade.
Inbound, outbound or ticketing, confirmed against what you actually intend to sell. Businesses routinely apply for one and then discover their plan needs another.
The economic department licence with tourism activities correctly named, which is the prerequisite rather than the finish line.
The application to the emirate's tourism authority, which is the permission that actually lets you sell travel to the public.
Travel businesses are commonly asked for a financial guarantee or professional insurance because they hold customer money in advance. We tell you this at the quoting stage.
Some categories expect a manager with relevant experience on the file. We check this before you build a hiring plan around someone who will not be accepted.
Establishment card, staff visas and a corporate account that can handle customer deposits.
You will know what stage you are at and what we need from you next.
Who your customers are, where they travel and whether you package, guide or simply book. The category follows from this and nothing else.
Legal form, trade name reserved and initial approval obtained with tourism activities correctly named on the file.
Office arranged and tenancy registered, then the trade licence issued so there is a licensed entity for the tourism application to attach to.
The permission applied for with the guarantee, insurance and manager evidence the category requires, and followed through to grant.
Any vehicle, guide or activity permits your tours need, plus visas and banking so you can take a booking on day one.
Requirements differ by emirate and by category, and the tourism authority in each emirate sets its own conditions. Abu Dhabi's Department of Culture and Tourism is the authority there. We confirm the exact requirements for your emirate and category before anything is filed, and the UAE government's business services overview is a useful starting point.
Tell us who your customers are and what you intend to sell them. We will come back with the category that fits, whether a guarantee applies, and what the authorities and we will each charge, in writing, before you commit to anything.
