Licence, kitchen, inspection, staff
Restaurant license registration is really two jobs wearing one name. There is the trade licence from the economic department, and there is the food permit from the municipality, which cares about your kitchen layout, your extraction, your storage and the health cards your staff carry. Both have to land, and the second one inspects. We run them together.
Tell us the concept and whether you have found a unit. We will map the approvals.
3S Business Services is a registered business setup consultancy based in Dubai. We coordinate your setup process end to end.
These three are licensed differently and inspected differently, and the gap between them is mostly about seating the public and handling raw food.
| What Matters | Restaurant | Cafe or Bakery | Cloud Kitchen |

Six workstreams across two authorities. The licence is rarely what holds a venue up. The kitchen is.
The commercial licence from the economic department, with activities that name what you actually serve. Serving alcohol or shisha changes the activity and the approvals entirely.
Name reserved against the naming rules, and the signage permission that lets you put it on the front of the unit.
Unit assessed for whether it can be approved as a food premises before you sign, then the tenancy registered. Not every unit can take a kitchen.
Drawings submitted for food safety approval covering flow, storage, extraction, wash-up and waste. This is the stage that most often sends a fit-out back to the drawing board.
The municipality food permit, the pre-opening inspection and the corrections that follow it, managed through to sign-off.
Labour file, staff visas and Emirates ID, plus the occupational health cards and food handler training your team needs before service.
Fit out before the kitchen layout is approved and you may be paying to tear out work you have just paid to install.
What you serve, whether you handle raw meat or fish, whether alcohol or shisha are involved, and how much of the food is prepared on site.
The unit checked for whether it can be approved as food premises at all, on extraction, drainage, grease handling and access, before you sign anything.
Trade name reserved, initial approval obtained and the tenancy registered so the food application has a licensed entity behind it.
Layout submitted for food safety approval and amended until it passes, then the fit-out proceeds against the approved drawing rather than ahead of it.
Food permit application, pre-opening inspection, and any corrections the inspector raises closed out and re-presented.
Staff visas processed and health cards and food handler training completed so your team is legally able to work the first service.
Requirements are emirate specific and inspection driven, and serving alcohol, shisha or selling to the public from a shared kitchen each add their own approvals. We confirm your exact list before you commit to a unit. Dubai Municipality is the food safety authority in Dubai, and the UAE government's business services overview is a useful cross-check elsewhere.
Tell us the concept, the menu and whether you have a unit in mind. We will come back with whether it can be approved as food premises, the approvals your menu triggers, and what the authorities and we will each charge, in writing, before you commit to a lease.
