Media Production License in the UAE

Licence once, permit per shoot

A media production license lets you exist as a production company. It does not let you point a camera at anything. Media activity nationally sits with the UAE Media Council, and filming is permitted shoot by shoot by the emirate's film and media commission, with location owners, drone approvals and content considerations layered on top. Crews who learn this on the morning of a shoot lose the day.

Production companies are commonly licensed in media-oriented free zones, and Shams is Sharjah Media City in its own right. The zone decides your licence and your visa position. It does not decide where you may film, which is a separate permission from the emirate you are shooting in. In Abu Dhabi that sits with the Department of Culture and Tourism, and the UAE government's business services overview is a wider cross-check.

What a Media Production License Gives You

The entity, the activities and the crew position. The shooting permissions sit downstream of all three and are easier when the licence names the right things.

Activity Scoping

Production, post-production, broadcast and content publishing are distinct activities. A licence naming only post-production will not carry a shoot.

Zone Selection

Media zones differ on activity lists, visa allocation and facilities. We match on what you actually produce rather than on the cheapest headline package.

Licence and Establishment Card

The licence issued and the immigration file opened so you can sponsor the people you employ directly.

Crew Visas and Freelancers

Visas for permanent crew, and guidance on engaging freelance crew correctly, which is how most production teams are actually staffed.

Filming Permit Groundwork

We explain who permits filming in the emirates you will shoot in and what each expects, so the first production is not also a research project.

Equipment and Banking

Equipment import questions where you bring kit in, and a corporate account that handles project-based billing.

Production, Post-Production or Service Company

Three media businesses with different licence needs and very different exposure to the permit system.

Company Once, Permits Per Shoot

Steps one to four are setup. Step five repeats for every production you take on.

1

Define the Output

What you produce, whether you shoot or only finish, where your clients are and whether you will host visiting international crews.

2

Zone and Activities

The zone shortlisted against your activity list and visa needs, with production and post-production named as required.

3

Licence and Facilities

Licence issued, establishment card opened and office, storage or suite arranged to match how you actually work.

4

Crew and Banking

Visas for permanent crew, a workable approach to freelance engagement, and a corporate account set up for project billing.

5

Then, Per Production

Filming permit for the shoot, location permissions from owners or authorities, drone approval where you fly, and any content clearance the brief requires.

Production Licensing Questions

Does my licence let me film wherever I want?
No. The licence makes you a production company. Filming in public places, at landmarks or on private property is separately permitted for the specific shoot, by the film and media commission in the emirate you are shooting in and by the location owner. Treat permits as a line item on every production schedule.
Can a free zone media licence shoot outside the zone?
Production work commonly happens on location across the emirates, and the filming permit is granted for the shoot rather than tied to your zone address. What your zone licence governs is your entity, your activities and your visas. Confirm the position with the permitting authority for your specific location before you schedule.
Do I need approval to fly a drone?
Yes. Drone operation is separately regulated, and aerial filming usually needs both the flight approval and the filming permit, with restrictions near airports and sensitive sites. This is the item that most often gets cut from a shoot on the day, so raise it at the treatment stage, not the call sheet stage.
How do I engage freelance crew?
Most production teams are assembled per project rather than employed permanently. Crew working on their own freelance permits can be engaged directly; people working under someone else's sponsorship need that sponsor's agreement. Getting this casual is a real risk to the individuals as well as to you.
What about bringing in foreign crew and equipment?
Visiting crew need the right entry status for paid work rather than a visit visa, and professional equipment coming in temporarily is a customs matter with its own documentation. International productions usually appoint a local service company for exactly this reason. If that is your model, tell us and we will licence for it.
Is content reviewed?
Media content is subject to standards and to the conditions attached to your permits, and some subjects and locations attract closer scrutiny than others. If your brief is sensitive, raise it early rather than after the shoot, because the time to discover a problem is in pre-production.
