Industrial Licence

Manufacturing License Registration in the UAE

Factory, approvals, machinery, workforce

Manufacturing license registration is the heaviest licensing job in the UAE, because the licence is only one of the approvals you need. Industrial land, municipality and environmental clearance, civil defence sign-off, machinery import and a workforce to house all have to line up together. We run them in parallel, in the order that does not strand you paying rent on a unit you cannot yet operate.

Industrial or Commercial

This is the mistake that costs the most on this page. If you change the goods in any way before selling them, you are probably manufacturing, and a commercial licence will not cover it.

What Manufacturing License Registration Involves

Six workstreams, each with a different authority behind it. The skill is not in any one of them, it is in not letting one sit idle while another waits on it.

Activity and Product Scope

What you make, described in the authority's own terms. Industrial activity lists are specific, and a scope that does not name your product is a licence you cannot produce under.

Location and Industrial Land

Designated industrial zone or mainland industrial area, matched to your power, water, effluent and access needs rather than to headline rent.

Municipality and Environmental

Environmental clearance and municipality approval for the activity and the site, which are the approvals most likely to reshape a plan if left late.

Civil Defence and Safety

Fire and safety approval for the layout, the materials you hold and the processes you run, coordinated with your fit-out rather than after it.

Machinery and Customs

Customs registration against the licence and the import of plant and equipment, including the documentation that keeps machinery from sitting at a port.

Workforce and Visas

Labour file, quota against your facility, and staff visas and Emirates ID, including the accommodation obligations that come with a production workforce.

The Order That Avoids Dead Rent

Sequence matters more here than anywhere else. Signing a lease before the approvals are mapped is the single most expensive mistake in industrial setup.

1

Product and Process

What you make, what goes into it, what comes out of it as waste, and what power and water the process draws. Everything downstream follows from this.

2

Jurisdiction and Site Shortlist

Industrial zone or mainland industrial area, shortlisted against your process requirements and what each site is actually permitted to host.

3

Initial and Environmental Approval

Initial approval for the activity and environmental clearance for the process, obtained before you are committed to a specific unit.

4

Lease, Fit-Out and Civil Defence

Lease registered, layout drawn against the safety requirements, and civil defence approval taken in step with the fit-out.

5

Licence and Customs

Industrial licence issued, establishment card opened and customs registration completed so plant and raw materials can move.

6

Workforce

Labour file opened, quota confirmed against the facility, and staff visas processed alongside the accommodation your workforce requires.

What You Will Need to Provide

Passport copies for every shareholder
A description of the product and the production process
Machinery list with specifications and power requirements
Proposed factory layout and process flow drawings
Raw material list, including anything hazardous or controlled
Corporate documents where a company is the shareholder

Requirements vary sharply by product, by emirate and by whether your process touches food, chemicals, pharmaceuticals or controlled materials, each of which brings its own regulator. We confirm your exact list before you commit to a site. The Ministry of Industry and Advanced Technology is the federal authority for industrial activity, and the UAE government's business services overview is a useful cross-check.

Manufacturing Licence Questions

Do I need an industrial licence to assemble products?
Usually yes. If components arrive and a finished product leaves, you have changed the goods, and that is generally industrial activity rather than trading. Light assembly is the case people most often get wrong, because it feels closer to distribution than to manufacturing. Describe your process to us and we will tell you which side of the line it falls.
Can I manufacture in a free zone?
In some, yes, but only in zones set up for it with the land, power and effluent handling that industry needs. Many free zones are built for services and trading and cannot host production at all. This is why the zone shortlist for a factory looks nothing like the shortlist for a consultancy.
What comes first, the licence or the factory?
Neither, in isolation. You need initial approval for the activity and a clear view of the environmental and safety requirements before you commit to a specific unit, because those requirements can rule a site out. Signing a lease first and seeking approvals afterwards is how businesses end up paying rent on premises they cannot operate from.
How many workers can I sponsor?
Your quota follows the facility and the labour file behind it rather than the licence on its own, so a larger unit generally supports a larger workforce. There is no fixed number we can publish, because it is assessed against your premises. Share your production plan and headcount and we size the facility to it.
Can I import my own machinery?
Yes, and it is normal to do so. It needs customs registration against your licence and documentation matching the equipment to your approved activity. Getting that wrong is how machinery ends up held at a port accruing charges, which is a costly way to learn the paperwork.
What does it cost?
More variables than any other licence type, which is why no honest answer starts with a number. Authority charges, land or unit rent, environmental and civil defence approvals, fit-out and workforce accommodation all move independently. We quote the authority charges and our own fee separately once we know the product and the site.
