Insurance Intermediation

Insurance Agency Registration in the UAE

Agent or broker, decide first

Insurance agency registration turns on one question you have to answer before anything else: are you an agent or a broker? An agent represents the insurer. A broker represents the customer. They are separate registrations with separate obligations, and the answer changes what you may say to a client and who carries the liability when advice goes wrong.

Agent or Broker?

Tell us who you will represent. Everything else follows from that answer.

What Insurance Agency Registration Involves

Two layers: the firm is registered, and the people who actually sell are registered individually. Firms that build a sales team before the second layer find it cannot sell.

Role and Permissions

Agent, broker or consultant, and which classes of insurance you intend to intermediate. Life and general are treated differently and a firm is not automatically permitted both.

Firm Registration

The application to the supervisor, with the ownership, governance and financial standing evidence it requires of an intermediary holding client premium.

Producer Registration

The individuals who advise and sell registered in their own names, with their qualifications and history assessed. The firm's registration does not cover them.

Professional Indemnity

Cover appropriate to the classes you handle, because a broker advising badly is liable to the client rather than to the insurer.

Insurer Appointments

For an agency, the appointment agreements with the insurers whose products you will distribute, which sit alongside the registration rather than instead of it.

Entity, Premises and Visas

The trade licence underneath, registered premises, staff visas and a bank account able to handle premium correctly.

How It Runs

The role decision is not administrative. Change your mind later and you are applying again, not amending.

1

Settle the Role

Whether you represent insurers or customers, which classes you will handle and whether you intend to advise or simply distribute.

2

Entity and Licence

Company formed with the correct activity, registered premises arranged and the trade licence issued as the foundation for the registration.

3

Firm Application

The intermediary application prepared with ownership, governance, financial standing and indemnity evidence, and followed through the supervisor's questions.

4

People Registered

Each producer registered individually, with qualifications and background evidence assessed per person rather than as a batch.

5

Appointments and Launch

Insurer appointment agreements concluded where you are an agency, and the operation launched once the registration permits it.

What You Will Need to Provide

Passport copies and good conduct evidence for shareholders
Curriculum vitae and qualifications for the manager
Qualifications and history for each producer to be registered
A business plan covering classes and distribution
Professional indemnity quotation or policy
Tenancy contract for registered premises

Insurance intermediation in the UAE is supervised federally by the Central Bank of the UAE, which assumed insurance supervision from the former Insurance Authority in 2020 and publishes the insurance guidelines and licensing rules it applies. The UAE government's business services overview and the Federal Tax Authority cover the wider obligations.

Intermediary Registration Questions

Am I an agent or a broker?
If you are appointed by insurers to distribute their products, you are an agent and you represent them. If clients come to you and you shop the market on their behalf, you are a broker and you represent the client. The test is who you act for, not how you describe yourself in marketing. Get it wrong and your liability sits somewhere you did not expect.
Does registering the firm cover my sales team?
No. The people who advise and sell are registered individually, with their own qualifications and history assessed. Recruiting a team on the assumption that your firm's registration covers them is a common and expensive mistake, because they cannot produce business until their own registration is in place.
Can I sell insurance on an ordinary trade licence?
No. Intermediating insurance is a supervised activity in its own right. An activity code on a commercial licence is not a substitute for registration with the insurance supervisor, and selling without it is not a technicality.
Do I need professional indemnity cover?
Expect to. Intermediaries advise on and place risk, and when that advice is wrong the customer's loss is real. Cover appropriate to the classes you handle is normally part of what the supervisor expects to see, not an optional business decision.
Can I run a price comparison website?
Digital distribution is still distribution. If your site leads to a policy being sold, you are almost certainly intermediating and need to be registered accordingly, whatever the interface looks like. Tell us how the customer journey ends before you build it, because the answer shapes the product.
Can a free zone company do this?
Insurance intermediation is supervised federally, so a free zone trade licence does not by itself entitle you to intermediate. If you are looking at one of the financial free zones, that is a different regulatory regime with its own authorisation, and we would discuss that route separately.

Settle the Role, Then Register

Tell us who you intend to represent and which classes you want to handle. We will come back with the registration that fits, what each of your producers will need individually, and what the authorities and we will each charge, in writing, before you commit.
