Clinical Licensing

Healthcare Professional License in the UAE

DHA, DoH and MOHAP

A healthcare professional license belongs to the practitioner, not to the clinic. The health authority in your emirate licenses you personally, after it has verified your qualifications directly with the institutions that issued them and assessed you for the scope you want to practise in. The facility is a separate application entirely.

Practitioner Licence or Facility Licence

Two applications, two subjects, one authority. Opening a clinic means both, and they do not substitute for each other.

What a Healthcare Professional License Application Involves

The clinical route has a step no other sector has: your degrees and experience letters are checked with the issuing institutions directly, not simply read.

Authority and Scope

Which health authority licenses you and under what title and scope of practice. The same qualification can map to different scopes depending on where you apply.

Credential Verification

Primary source verification, where your university and previous employers are contacted to confirm your documents. It is the longest pole in the tent and it starts early.

Assessment or Examination

Most professions sit an assessment before licensing. We tell you whether yours does and what it covers before you plan a move around it.

Facility Licence

If you are opening rather than joining a practice, the clinic licence runs in parallel, covering premises, equipment, layout and the staff you intend to employ.

Company and Trade Licence

A clinic also needs a commercial entity behind it, with the economic department licence and the health authority approval aligned to the same activity.

Visas and Insurance

Establishment card, staff visas and the malpractice cover clinicians are expected to carry.

How Clinical Licensing Runs

Start the verification first. Everything else can be arranged around it, and nothing can be arranged without it.

1

Profession and Emirate

Your profession, your qualifications, where you trained and which emirate you intend to practise in. Those four answers decide the authority and the route.

2

Credential Verification Opened

Primary source verification started immediately, because it depends on third parties abroad responding and is the step you cannot compress.

3

Application and Assessment

The licensing application submitted and the assessment or examination arranged where your profession requires one.

4

Facility in Parallel

If you are opening a practice, the company, premises and clinic licence progress alongside your personal application rather than after it.

5

Inspection and Activation

Facility inspection completed and corrections closed, then your licence activated against the employer so you can begin seeing patients.

What You Will Need to Provide

Degree and postgraduate certificates, attested
Professional licence from your home country
Experience letters from previous employers
Good standing certificate from your last regulator
Passport, photographs and residence documents
For a facility, premises drawings and equipment list

Every one of these is checked with its issuer rather than accepted at face value, so documents from institutions that no longer exist or do not respond are the usual cause of a stalled file. Raise that with us at the start. The authorities are the Dubai Health Authority, the Department of Health Abu Dhabi, and the Ministry of Health and Prevention elsewhere.

Clinical Licensing Questions

Does the clinic's licence cover me as a doctor?
No. The facility licence covers the premises and the business. You need your own practitioner licence in your own name, and you cannot see patients without it even inside a fully licensed clinic. Clinic owners who assume otherwise end up with a finished, inspected practice and no one permitted to work in it.
What is primary source verification?
The authority contacts your university, your previous regulator and your former employers directly to confirm that your documents are genuine. It is not a review of the paperwork you supply, it is an independent check with the people who issued it. Start it early, because it depends on institutions abroad replying and you cannot speed that up.
Do I have to sit an exam?
Most professions face an assessment, and the form varies by profession, by seniority and by authority. Some applicants with substantial recognised experience follow a different route. We establish which applies to you before you resign a post elsewhere.
Does a Dubai licence let me work in Abu Dhabi?
The emirates license separately, so a licence from one authority is not automatically a licence to practise under another. If you may move or work across emirates, tell us at the outset, because it affects which application you should make first.
Can I work while my application is processing?
No. Seeing patients before your licence is issued is practising unlicensed, and the consequences fall on you and on the facility that allowed it. Plan your start date around the licence rather than assuming you can begin and regularise afterwards.
What about telehealth?
Remote consultation is still clinical practice and still needs you to be licensed by the relevant authority, with the platform itself generally needing its own permission. Being physically outside the country does not remove the requirement if your patients are here.
