Four regulators, one right answer
A financial services license does not come from the economic department, and that is the first thing most applicants get wrong. Handling client money, advising on investments, arranging credit or dealing in securities is regulated activity, authorised by a financial regulator after it has examined your capital, your systems and the people running the firm.
Describe the activity. The regulator follows from what you actually do.
3S Business Services is a registered business setup consultancy based in Dubai. We coordinate your setup process end to end.
Four routes, and the choice is driven by the activity and the client base rather than by which address you prefer.
| What Matters | Central Bank | Securities Regulator | DIFC | ADGM |
|---|---|---|---|---|
| Typical activity | Banking, payments, lending, insurance | Securities and commodities dealing | Broad financial services | Broad financial services |
| Where you sit | Onshore UAE | Onshore UAE | Financial free zone | Financial free zone |
| Governing law | UAE federal | UAE federal | Common law framework | Common law framework |
| Serves onshore retail clients | Yes | Yes | Subject to restriction | Subject to restriction |
| Capital and systems tested | Yes | Yes | Yes | Yes |
Regulators assess the firm and the people, not the paperwork. That is the difference between authorisation and licensing, and it is why this route is longer than any other in this batch.
Your business model mapped onto regulated activity definitions. This determines your regulator, and getting it wrong wastes an entire application cycle.
Onshore or one of the financial free zones, chosen on who your clients are and what you need to be able to offer them, not on which is quickest.
Regulators examine the competence, integrity and financial soundness of your senior people individually. Weak history in a founder is a real obstacle.
Capital adequacy appropriate to the activity, with a business plan and financial projections the regulator will test rather than file.
Compliance and money laundering reporting functions, policies, and the reporting lines a regulator expects to see before it grants permission.
The company itself, premises, visas and a bank account, all sequenced around the authorisation rather than ahead of it.
Every stage is a gate. The regulator can and does refuse, and building the operation before permission exists is how money gets wasted.
What you will do, whose money you touch, who your clients are and where they are. We tell you whether it is regulated at all, which is sometimes the answer.
The regulator identified and the specific permissions you need scoped, so the application asks for what you actually intend to do.
Senior appointments identified and prepared for individual assessment, and the capital position evidenced.
Business plan, financial projections, governance and compliance framework prepared and submitted, then defended through the regulator's questions.
In-principle approval conditions closed out, the entity and operations stood up, and permission activated so you can begin trading lawfully.
Regulators test these documents rather than collect them, and a business plan written to satisfy a form rather than to describe a real business is the usual reason an application stalls. The Securities and Commodities Authority regulates securities activity onshore; banking, payments and insurance sit with the Central Bank of the UAE, and DIFC and ADGM have their own regulators.
Describe what you intend to do and whose money is involved. We will tell you whether it is regulated, which regulator applies, what authorisation will ask of your people and capital, and what it will cost, in writing, before you commit to anything.
