Regulator, curriculum, teachers
Educational institution registration is permission to teach, not permission to trade. The education regulator in your emirate approves what you will deliver, who will deliver it and where, and it vets your teachers individually. The economic department licence sits underneath all of that as a prerequisite rather than as the thing that lets you open.
Tell us who you teach and what you award. The category follows from that.

Three education businesses with very different approval loads. The heaviest is the one teaching children full time.
| What Matters | School | Nursery | Training Institute |
|---|---|---|---|
| Who you teach | Children, full time | Early years | Adults or after school |
| Curriculum approval | Required | Required | Programme by programme |
| Teacher vetting | Every teacher | Every carer | Instructor dependent |
| Premises standard | Purpose built expectations | Early years specific | Classroom standard |
| Can award qualifications | Per the approved curriculum | Not applicable | Only if accredited to |
The regulator is interested in three things the economic department never asks about: what you teach, who teaches it and whether the building is fit for children.
School, nursery or training institute, and which body approves you. The category decides everything that follows, and it is not always the one founders assume.
What you intend to deliver, submitted and approved as a separate permission. A licence to operate an institute is not a licence to teach any syllabus you choose.
Classrooms, circulation, sanitary provision, outdoor space and safety, assessed against standards specific to education rather than general commercial fit-out.
Qualifications, experience and background checks for the people in front of learners, handled per person. Hiring ahead of approval is a real risk here.
The economic department licence and legal form underneath the permission, aligned so the activity on one matches the approval on the other.
Establishment card, staff visas and attestation of every teaching qualification you will rely on.
Approval in principle comes before you commit to a building, because the building is part of what gets approved.
Who you teach, what you deliver, whether anyone receives a qualification at the end, and roughly how many learners at once.
The category confirmed with the regulator and approval in principle obtained before money goes into a site.
Site assessed against education standards, tenancy registered and fit-out carried out against what the regulator has agreed rather than ahead of it.
Programmes submitted for approval, and teaching staff vetted, with qualifications attested and background checks completed.
Trade licence issued, the regulator's inspection completed and any conditions closed out before you enrol a single learner.
Teaching qualifications are attested and checked per person, so a hiring plan built on staff whose documents cannot be verified will stall the opening. In Dubai the regulator is the Knowledge and Human Development Authority; in Abu Dhabi it is the Department of Education and Knowledge; the federal Ministry of Education sets national policy. Other emirates have their own authority.
Tell us who you intend to teach and what they will walk away with. We will come back with the category, the regulator that applies, what your premises will need to satisfy, and what the authorities and we will each charge, in writing.
